Not that I'm volunteering to be an ATC - even if I was capable of it, it's (from what I hear) a very, very stressful job (even when you get adequate support from management, and you're not working in a country that's chronically understaffed everywhere, and...) I suspect it's more to do with perceived risk of litigation than actual risk - "We have no idea how this could be bad, but it scares us so let's just take it down and avoid the risk". You're right that you can't avoid accidents, but aviation has a pretty good record. Just think - this was a two-vehicle accident in which two people died. If that happened on the roads, how much coverage would it get? Maybe a small mention, but such things are so common on the roads that it'd drop out of the news cycle within a day.
